Treatability Studies
The characteristics of wastewater originating from industrial establishments may show significant differences even for businesses operating in the same sector depending on the raw material used, product variety, production technology, and whether the production is intermittent or continuous. For this reason, feasibility studies to be conducted before the project and construction phase are of great importance.
Our company provides feasibility report preparation services for individual industrial establishments and organized industrial zones. Within the scope of the feasibility study; firstly, analysis studies and literature review are carried out to determine the amount and possible characteristics of the wastewater to be delivered to the planned treatment facility. In line with the information obtained, the feasibility study is carried out as follows.
The treatment facility is designed by selecting a process specific to the wastewater in question. The dimensions of the facility units are determined, the flow chart and automation scenario of the process are created, equipment information sheets are prepared. In addition, the general layout plan of the treatment facility is prepared, the location of the treatment facility and the area to be needed are determined, and finally the study is completed by determining the approximate cost of the treatment facility.
Design, Project Planning and Project Approval Services
Our company; In accordance with the Wastewater Treatment/Deep Sea Discharge Facility Project Approval Circular dated 20.11.2018 and numbered 2018/14, designs and projects treatment plants for all sectors within the scope of Annex-1 and Annex-2, and prepares project approval files in accordance with the format and carries out the procedures for obtaining approval from the authorized institution.
Industrial Wastewater Treatment Systems:
Preliminary Treatment Plant (Precautionary Facility)
In order for industrial establishments located in areas where the sewerage network ends with a treatment plant to be able to discharge their wastewater to the sewerage system, they must meet the “Wastewater Acceptance Values” determined by the relevant infrastructure management.
Preliminary Treatment Plants may consist of only sedimentation, neutralization and oil retention units for slightly polluted wastewater, or they may consist of much more complex process applications covering physical, chemical and biological treatment processes for very polluted wastewater, depending on the characteristics of the wastewater.
While businesses located in Organized Industrial Zones are obliged to provide the sewerage acceptance values determined by the OSB management, businesses operating within the city are obliged not to exceed the acceptance values determined by the city water and sewerage administration.
Our company; In order for businesses within this scope to be connected to the sewerage, it makes appropriate process selections that will perform treatment at a level that will not exceed the desired acceptance values, and by obtaining the approval of the relevant institution, it also undertakes the construction of the pre-treatment facility as reinforced concrete and/or steel construction, including or excluding construction.
Industrial Wastewater Treatment Plant
Businesses operating in places where there is no sewerage system are required to treat their wastewater and discharge it into the receiving environment (sea, lake, river, etc.), and the rules and restrictions regarding this are explained in the Water Pollution Control Regulation.
Our company; in accordance with the Wastewater Treatment/Deep Sea Discharge Facility Project Approval Circular numbered 2018/14 of industrial organizations within this scope, it designs and projects treatment plants for all sectors within the scope of Annex-1 and Annex-2 and prepares project approval files in accordance with the format and carries out the procedures for obtaining approval from the authorized institution. While the approval of the Ministry of Environment and Urbanization is required for the facilities listed in Annex-1, the approval of the Provincial Directorate of Environment and Urbanization is required for the facilities listed in Annex-2.
The construction of the Wastewater Treatment Plant must be started after the project approval is received. Our company also carries out the construction of treatment plants with or without reinforced concrete and/or steel construction.
Package Treatment Systems:
They are compact type treatment systems designed for the treatment of wastewater generated in different production and usage areas, especially domestic wastewater.
The process design is carried out after the wastewater characterization is determined in our laboratory. After the equipment installation, piping and electrification of the treatment tank manufactured from St 37 carbon steel material are completed, the “package treatment plant” can be easily transported and sent to its location.
The package plant can be put into operation immediately after the inlet-outlet water connections and energy connection are made.
Application Areas
Hotels, sites, campsites, construction sites etc. located in regions where there is no sewage system and where it is a legal obligation to treat the wastewater generated and discharge it into the receiving environment.
Due to high pollution concentrations, municipality or organized industrial zone sewage network package pretreatment systems for businesses that are not allowed to connect their wastewater to the network

EIA MONITORING
If there is no problem in carrying out the activity as a result of the EIA process applied for the activities listed in Annex-1 of the Environmental Impact Assessment Regulation, a “Positive EIA” decision is given.
The project owner of the projects with a Positive EIA decision is obliged to have the Project Progress Report, which includes the developments in the investment in the periods determined by the commission, prepared by institutions/organizations that are qualified by the Ministry and do not take part in the preparation of the EIA Report of the project in question, upload it to the electronic system and present it during the Ministry inspections.
The Project Progress Report is a report that includes whether the work and transactions carried out within the scope of the activity were carried out as specified in the EIA Report and their compliance with the commitments. The commitments made regarding the activity in the EIA Report are evaluated in the progress report. The progress report is supported by the field of activity and photographs related to the activity.
There are two criteria that the company that will prepare the Project Progress Report must have. One of these criteria is to have received the Certificate of Competence from the Ministry of Environment and Urbanization. The other criterion is to not have prepared the Environmental Impact Assessment Report of the project for which it will carry out the report. According to the Environmental Impact Assessment Regulation, it is clearly stated that the company that prepares the Environmental Impact Assessment Report cannot prepare the Project Progress Report for the same project.
As TEMÇEV, we have been continuing to prepare EIA Reports with the EIA Certificate of Competence it has received from the Ministry since 2006.
EIA REPORT
The EIA Process includes the studies to be carried out in determining the possible positive and negative impacts of the planned projects on the environment, the measures to be taken to prevent or minimize the negative impacts to the extent that they will not harm the environment, the determination and evaluation of the selected location and technology alternatives, and the monitoring and control of the implementation of the projects.
In accordance with the relevant provisions of the regulation and the projects planned to be realized, the Environmental Impact Assessment Application File, Environmental Impact Assessment Report or Project Introduction File can be prepared by institutions and organizations that have received a Certificate of Competence from the Ministry.
As TEMÇEV, we have been continuing to prepare EIA Reports with the EIA Certificate of Competence received from the Ministry since 2006.
According to the Environmental Impact Assessment Regulation;
- For projects listed in Annex-1,
- For projects for which an “EIA is Required Decision” has been issued,
- In case of a planned capacity increase and/or expansion for projects evaluated outside the scope, it is mandatory to prepare an EIA Report for projects whose new capacity is at or above the threshold value specified in Annex-1 together with the total of the current project capacity and capacity increases.
Within this scope, the Ministry receives a “Positive EIA” or “Negative EIA” decision after the preparation of the EIA Application File, the Public Participation Meeting where the EIA application file is opened to public opinion, and the preparation of the “EIA Report” in accordance with the special format to be provided by the Ministry.
According to the Environmental Impact Assessment Regulation;
-In case of a capacity increase and/or expansion planned for projects listed in Annex-2,
-For projects evaluated outside the scope, the current project capacity and the total of the capacity increases, together with the new capacity of the project, are subject to the selection and elimination criteria of the projects specified in Annex-2.
In this scope, the Project Introduction File is prepared and the “Not Required EIA” document is obtained, or “Required EIA” document is obtained for projects that require detailed examination.
Unless a Positive EIA or Not Required EIA decision is made for the planned projects, no incentive, approval, permit or license can be given for these projects, investment cannot be initiated for the project, and no tender can be made. If the investment is started without obtaining the EIA Permit, a fine of 2% of the Project Investment amount is applied and the activity is suspended until a Positive EIA or EIA Not Required decision is received.
