EIA Process; It includes studies to be carried out in determining the positive and negative effects of the projects planned to be realized on the environment, in determining and evaluating the measures to be taken in order to prevent or minimize the negative effects in a way that does not harm the environment, the selected location and technology alternatives, and the monitoring and control of the implementation of the projects.

 

In accordance with the relevant provisions of the regulation with the projects planned to be realized, the Environmental Impact Assessment Application File, the Environmental Impact Assessment Report or the Project Introduction File can be prepared by the institutions and organizations that have received the Certificate of Competence from the Ministry.

 

As TEMÇEV, we have been continuing to prepare EIA Reports with the EIA Qualification Certificate received from the Ministry since 2006.

 

According to the Environmental Impact Assessment Regulation;

 

- Projects included in Annex-1 list,

 

- Projects for which “EIA Required Decision” has been given

 

- In case capacity increase and/or expansion is planned for the projects that are considered out of scope, it is obligatory to prepare an EIA Report for the projects whose new capacity is at or above the threshold specified in Annex-1 list, together with the sum of the existing project capacity and capacity increases.

 

In this context, "EIA Positive" or "EIA Negative" decision is taken from the Ministry as a result of the preparation of the EIA Application File, the Public Participation Meeting where the EIA application file is opened to public opinion, and the preparation of the "EIA Report" in line with the special format to be given by the Ministry.

 

According to the Environmental Impact Assessment Regulation;

 

-Projects included in Annex-2 list,

 

- In the event that capacity increase and/or expansion is planned for the projects that are considered out of scope, the projects specified in Annex-2 list of the new capacity of the project together with the sum of the existing project capacity and capacity increases are subject to selection and elimination criteria.

 

In this context, the Project Introduction file is prepared and concluded by obtaining the "EIA Not Required" or "EIA Required" document for the projects that require detailed examination.

 

Unless an EIA Positive or EIA Not Required decision is taken for the planned projects, no incentives, approvals, permits or licenses for these projects can be given, investment for the project cannot be started and tenders cannot be made. In the event that the investment is started without the EIA Permit, a fine of 2% of the Project Investment cost is applied and the activity is stopped until the EIA Positive or EIA Not Required decision is taken.
